
KIU Launches Political Initiative to Break Kurdistan’s Deadlock; PUK Approves First Clause Ahead of KDP Talks
The Kurdistan Islamic Union (KIU) has drafted a new political initiative aimed at resolving the region’s ongoing political impasse. Bafel Talabani, President of the Patriotic Union of Kurdistan (PUK), has already reviewed the proposal and approved its first clause, while the KIU is scheduled to discuss the initiative with the Kurdistan Democratic Party (KDP) today.
A senior PUK source exclusively told Kurd Monitor that the initiative was discussed during a recent visit by KIU Secretary-General Salahaddin Bahaddin to PUK Leader Bafel Talabani. According to the source, Talabani immediately endorsed the first point of the proposal, which calls for an immediate cessation of all media campaigns and hostile rhetoric between the PUK and the KDP across all platforms.
The source further revealed that Talabani informed the KIU leader that the PUK’s Political Bureau would formally deliberate on the remaining points of the initiative and provide an official response within a week.
Elaborating on the proposal, the senior official noted that the KIU initiative serves as a time-bound roadmap. It stipulates a strict deadline of no more than one month, during which both the Kurdistan Parliament must be reactivated and the new regional government must be formed.
Specifically, the KIU is calling for the election of the parliamentary presidency and the immediate initiation of procedures to form the next Kurdistan Regional Government (KRG) cabinet, in partnership with all political factions willing to participate.
Furthermore, the KIU roadmap emphasizes the formulation of a joint governance program that prioritizes public service. This clause specifically focuses on securing a definitive resolution to the chronic public salary crisis and establishing a unified Kurdish policy toward Baghdad to settle all outstanding disputes between the federal government and the Kurdistan Region.
However, the PUK source expressed skepticism regarding whether the initiative would successfully thaw the political and legal freeze in the region. The source pointed out a fundamental disagreement in sequencing:
“The KIU is demanding that parliament be reactivated before discussions on government formation begin. The PUK, however, is unwilling to reactivate parliament without a clear, predetermined vision regarding the formation of the new government and the PUK’s specific share in it.”
